Yes. The continuous foam on an ICF foundation resists moisture and breaks the thermal path, but foam is not a waterproofing membrane — so a below-grade ICF wall still needs an exterior waterproofing layer rated as safe for expanded polystyrene (EPS) foam, plus a footing drain and grading that carry water away from the wall. The reinforced, monolithic concrete core helps here: with no block joints, there are far fewer paths for water to work through than a mortared CMU wall. Match the membrane to the foam, drain the footing, and slope the grade, and the assembly stays dry.
